En entreprenant cette recherche sur « le profil des agents de l’Etat affectés dans les services de planification de l’éducation des sous provinces éducationnelles de Kinshasa », nous avons voulu savoir si ces agents exercent vraiment le travail destiné aux planificateurs de l’éducation dans leurs services. Notre but était de vérifier les hypothèses suivantes : Les agents affectés dans les services de planification des sous provinces éducationnelles de Kinshasa n’auraient pas le profil nécessaire pour accomplir avec compétence le travail des planificateurs de l’éducation, et les agents affectés dans les services de planification des sous provinces éducationnelles de Kinshasa ne contribueraient pas réellement à projeter l’avenir en matière d’enseignement en utilisant les indicateurs appropriés pour éviter les improvisations. Après analyse et traitement des données, nous avons constaté que ces agents de l’Etat commis dans les services de planification de l’éducation des sous provinces éducationnelles de Kinshasa n’exercent pas totalement le vrai travail d’un planificateur de l’éducation.

Secondary sources of information included available sector-specific studies, particularly those focused on culture and sustainable development, obtained from the Prefecture of Chalkida and the Municipality of Eretria. A adopção de novas estratégias de combate à criminalidade tem constituído preocupação das autoridades do Estado, tendo em vista ao melhoramento das condições de segurança das populações. Com efeito, foi formulada a seguinte pergunta de partida: de que modo a implementação do policiamento comunitário contribuiu na garantia da segurança pública na Cidade de Maputo no período após o Acordo Geral de Paz.Para efeito, para uma orientação metodológica foi colocado o seguinte objectivo, compreender o processo da implementação do Policiamento Comunitário como estratégia válida para a manutenção da ordem, segurança e tranquilidade pública. Para o desenvolvimento deste artigo, foi baseada em abordagem qualitativa, com ênfase à revisão bibliográfica, análise documental aplicação de uma entrevista de onde 6 oficiais da Polícia e 4 membros dos Conselhos Comunitários de Segurança foram entrevistados. resultados indicam que com o advento do AGP houve mudanças na Polícia moçambicana que culminaram com a implementação do Policiamento comunitário que foi determinante para a redução dos altos índices da criminalidade e a restauração da confiança policial, ainda que se tenha enfrentado os seguintes desafios: capacitação da Polícia e da Comunidade, bem como a regulamentação dos Conselhos Comunitários de Segurança. O estudo chegou à conclusão de que a aposta pela estratégia do policiamento comunitário permitiu perceber que a implementação da estratégia por si só não é significativa para assegurar a harmonia, paz e bem-estar social. Background: This retrospective study was conducted between 2017 and 2023 on 84 patients affected by gonalgia, which was clinically and radiologically documented. Objective: The aim was to assess the efficacy of manual therapy and myofibrolysis. Methods: Patients were assessed clinically and through radiographs, and range of motion (ROM) that was measured using a goniometer and pain level assessed via the VAS scale, both at baseline, 1-2, 3-8, and up to 10 months to 6 years’ post-treatment, were determined. Results: The patients enrolled (19 males, 65 females) aged between 16 and 90 years (mean age 65.8 years). Knee pain was more prevalent on the right side in 50 subjects while on the left in 34. The average number of treatments was 3.1 (ranging from 1 to 6). Radiological severity, according to the Kellgren-Laurence classification, ranged from 0 to 4. The average initial ROM was -31.3° (ranging from 0 to -60°), improving to -13.9° at 1-2 months, -10.1° at 3-8 months, and -8.5° at 10 months to 6 years. VAS score was 5.7 (ranging from 4 to 10), with significant reductions at 1-2 months (VAS mean 3), 3-8 months (VAS mean 2.1), and 10 months to 6 years (VAS mean 1.8). Conclusion: The results suggested that manual therapy combined with myofibrolysis can have a positive impact on improving ROM and reducing pain (VAS). This approach may also reduce the need for addition-al treatments, slow disease progression, and, in some cases, delay or avoid the need for joint replacement.

This article attempts to examine the relationship between the peasantry and armed groups during conflicts in the Dogon region of central Mali. The study highlights, on the one hand, the contexts in which armed conflicts occur and, on the other hand, the socio-economic relationships between populations and armed groups. Thus, these conflicts are initially perceived as a source of despair and destruction of the socio-economic activities necessary for the survival of peasants. Secondly, the conflicts, through attacks on the population, the burning of entire villages, ripe fields and crops, and the prohibition of agricultural activities, have broken the dynamics of the region's rural economy. However, the relationship between armed groups and rural populations is also evolving from normative sharing to economic and social exploitation.

A metodologia qualitativa assente na revisão da literatura, auxiliado pela técnica documental sustentam que a observação eleitoral reduza desconfianças entre os participantes nos processos de votação, escrutínio e divulgação dos resultados, contribuíndo desta forma para a credibilização do processo. The U.S. telecommunications postpaid segment grapples with ongoing financial risks arising from credit defaults, fraud, and revenue leakage. While traditional risk management tools like credit checks and fixed billing cycles offer a baseline, they often fall short in providing comprehensive protection. This paper critically analyzes these limitations and explores the transformative potential of emerging technologies. Specifically, it examines how the integration of artificial intelligence (AI) and blockchain-based smart contracts can offer innovative solutions for mitigating financial risks, driving operational efficiencies, enhancing fraud prevention, and ultimately improving customer satisfaction within the U.S. telecommunications. To properly demonstrate the functionality of AI-powered smart contracts, this study highlights several use cases in the telecommunications industry. With the adoption of a qualitative analysis, the study also captures the effectiveness of AI-powered smart contracts in mitigating financial risks within the U.S. telecommunications postpaid industries, while underscoring the importance of expanding blockchain adoption beyond postpaid plans and refining AI models to improve their adaptability and accuracy in financial risk management. While attempting to bridge the gap between emerging technologies and traditional practices, this study provides a roadmap for telecommunications providers that seek to use AI and blockchain to edge against various financial risks.

The rapid emergence of technology-enabled finance has reshaped global financial systems, creating new opportunities for growth, sustainability, and inclusion while introducing unprecedented risks and regulatory challenges. Financial innovation, ranging from blockchain applications and digital payments to green finance and risk analytics, has attracted increasing scholarly attention. Yet, despite the proliferation of case-based and empirical studies, there remains limited systematic understanding of how this knowledge domain has evolved and diffused globally. This article undertakes a scientometric study of technology-enabled finance to map its intellectual structure, thematic clusters, and international impact. Drawing upon a dataset of 456 influential publications indexed in leading academic databases, the study employs bibliometric software VosViewer to identify citation patterns, co-authorship networks, and thematic evolution across key subfields such as fintech, green finance, financial inclusion, systemic risk, and sustainable development. The findings reveal that while technology-enabled finance is inherently interdisciplinary, its scholarship converges around three dominant trajectories: (1) financial innovation as a driver of sustainability and green transition; (2) fintech as an enabler of financial inclusion and entrepreneurial growth; and (3) digitalization as a double-edged sword for systemic stability and risk management. The scientometric evidence highlights the global distribution of research contributions, with significant clusters in emerging markets that underscore the role of financial technology in fostering inclusive development. At the same time, the analysis underscores persistent gaps in regulatory governance, methodological integration, and the alignment of financial innovation with long- term sustainability goals. By providing a structured overview of the intellectual landscape, this study contributes to advancing theoretical, empirical, and policy-oriented debates on the global impact of technology-enabled finance. The results are expected to guide future research, inform policy frameworks, and support the development of more inclusive, resilient, and sustainable financial systems worldwide.

Background: Ocular Ischemic Syndrome (OIS) is a rare, vision-threatening disorder resulting from chronic hypoperfusion of the ocular tissues due to carotid artery occlusive disease. It may present with a combination of anterior and posterior segment ischemic changes and often reflects underlying systemic vascular compromise. Case Presentation: A 59-year-old male with a two-year history of hypertension presented with gradual blurring of vision in both eyes for three years. No history of ocular trauma or prior eye disease was reported. Ocular examination revealed best-corrected visual acuity (BCVA) of 6/24 in both eyes with compound hyperopic astigmatism and presbyopia. Slit-lamp and fundus evaluation showed retinal hemorrhages and cotton-wool spots bilaterally, suggestive of ocular ischemic changes. Intraocular pressures were within normal limits. Optical Coherence Tomography (OCT) of the macula revealed ischemic retinal changes. Management: The patient received intravitreal anti-VEGF (Avastin) injections in both eyes, followed by panretinal photocoagulation (PRP) after the first injection. Systemic evaluation for carotid artery stenosis and cardiovascular risk factors was advised in collaboration with a neurologist and a physician. Conclusion: Early recognition of OIS is crucial as it may be the first clinical manifestation of severe carotid artery disease. Timely ophthalmic and systemic interventions can prevent irreversible visual loss and life-threatening cerebrovascular events.

This paper explores the moral insights from Stoicism, Cynicism, Scepticism and Epicureanism as they manifest in contemporary theories of educative leadership; transformational, instructional, distributed, ethical, adaptive and culturally responsive leadership theories. Stoicism, with its emphasis on virtue, emotional resilience, and rational self-mastery, aligns with transformational leadership's focus on personal development, ethical influence, and the cultivation of resilience in leaders and learners. However, its emphasis on individual moral fortitude contrasts with the collaborative, structured focus of instructional and distributed leadership. Cynicism, through its critique of societal norms and rejection of superficial values, challenges transformational leadership's idealistic vision. Yet, its call for authenticity and rejection of corruption resonates strongly with ethical leadership’s commitment to integrity and principled action. Scepticism, with its emphasis on questioning knowledge claims, presents a challenge to instructional leadership’s reliance on expertise and established pedagogical strategies. However, it complements ethical leadership by fostering critical thinking, transparency, and reflective decision-making. Epicureanism, advocating for the pursuit of pleasure and tranquillity, aligns with transformational leadership’s focus on enhancing well-being and motivation. Yet, its emphasis on personal contentment may be at odds with the goal-driven nature of instructional and distributed leadership which prioritize achievement and team-based collaboration.This analysis concludes that educative leadership can be enriched by integrating Stoic resilience, Cynic authenticity, Sceptic critical inquiry, and Epicurean well-being while balancing these perspectives with the structural and collaborative emphases of instructional and distributed leadership.

In the digital era, personal branding has evolved from an individual communication strategy into a powerful economic and cultural force, particularly within the Brazilian beauty market. This study examines how digital influencers’ personal brands, through proprietary product lines, shape consumer behaviour, market dynamics, and symbolic value. Employing qualitative case studies of prominent Brazilian influencers, data from market reports and social media metrics were analysed to assess brand construction, engagement, and commercial performance. Findings indicate that authenticity, audience proximity, and social media engagement convert symbolic capital into economic and cultural outcomes, positioning influencers as key mediators in consumption and trend diffusion. The study highlights the structural significance of influencer-led brands, demonstrating their capacity to coexist and compete with traditional market actors, offering insights into the interplay of identity, communication, and commercial strategy in contemporary beauty markets.

Introduction: During COVID-19 infection in hemophilic patients, several laboratory parameters associated with coagulation are affected. A significant increase in D-dimer levels is one of the main indicators of a hypercoagulable state, often related to greater disease severity and thrombotic complications. Objective: To analyze how the pathophysiology of SARS-CoV-2 infection interferes with the management of therapeutic processes in patients with hemophilia in its various forms. Methodology: This work is a bibliographic study of an exploratory-descriptive type with a qualitative approach. The literature review was conducted from 2019 to 2024. The literature search was carried out in the databases of the Virtual Health Library (VHL), PubMed, and Science Direct. The descriptors were: Hemophilia A, Hemophilia B, Blood Coagulation Disorders, and COVID-19. Results and Discussion: SARS-CoV-2 infection can worsen the clinical manifestations of hemophilia after treatment. The exacerbated inflammatory response associated with the infection, along with the formation of microthrombi, can compromise the effectiveness of standard treatment with clotting factors. In some cases, this condition may require adjustments in replacement factor dosages or the introduction of adjunct therapies such as anticoagulants, which is a challenge, as it may increase the risk of bleeding, creating a therapeutic dilemma. Conclusion: Thus, SARS-CoV-2 infection can significantly worsen coagulation in hemophilic patients, affecting both disease severity and treatment response.

Among these technologies, AI-driven recommendation systems play a pivotal role in enhancing user experience by providing personalized product suggestions based on consumer data, behavior, and preferences. This study, titled “An Analytical Study on Consumer Perception of AI-Driven Recommendations in Modern E-Commerce Platforms,” aims to analyze consumers’ awareness, perception, and behavioral responses toward AI-based product recommendations. The research seeks to examine the impact of perceived usefulness, personalization, trust, and privacy concerns on consumers’ purchase intentions within AI-supported e-commerce contexts. The study adopts a descriptive design, employing a structured questionnaire to collect primary data from frequent online shoppers. Statistical tools such as correlation and regression analysis will be used to test the proposed hypotheses. The conceptual framework identifies four independent variables — perceived usefulness, perceived personalization, perceived trust, and privacy concerns — influencing the dependent variable, consumer purchase intention. It is hypothesized that while perceived usefulness, personalization, and trust exert a positive influence on purchase intention, privacy concerns negatively affect consumers’ willingness to buy. The findings of this research are expected to provide valuable insights for e-commerce marketers and platform designers to better understand consumer attitudes toward AI-based personalization. By balancing personalization benefits with privacy considerations, e-commerce businesses can build stronger consumer trust, enhance user satisfaction, and ultimately drive online purchase intentions. Voter dissatisfaction with the lack of communication from their elected representatives refers to the frustration that citizens feel when they perceive that their representatives are not communicating effectively or transparently with them. In order to analyze the relationship between voter dissatisfaction and the lack of communication from elected representatives, this study was conducted in the Municipality of Alto Molócué, by identifying how the lack of communication impacts citizens' perception of the effectiveness of local governance, trust in institutions and civic participation. The research was conducted through a mixed approach, combining qualitative and quantitative methods. Semi-structured interviews were conducted with a sample of 679 voters. Data analysis included the use of descriptive statistics for quantitative data and content analysis for qualitative information. The results indicate that most respondents feel that their problems and needs are not adequately addressed by their elected representatives. The lack of effective communication channels and the absence of feedback from representatives were identified as key factors that contributed to distrust in institutions. The study concludes that voters in Alto Molócué have a high rate of dissatisfaction correlated with the perception of incommunicability of their representatives. Furthermore, it recommends the establishment of transparency policies that ensure that citizens have access to information about the performance of their representatives, reinforcing accountability.

Green Human Resource Management (Green HRM) is a growing strategic priority for organizations seeking to align their operations with sustainable development goals. In Karnataka—a diverse and economically vibrant state—businesses across sectors are gradually integrating eco-friendly HR practices. This study explores the current status, drivers, and barriers of Green HRM implementation across key industries in Karnataka, including IT, manufacturing, education, and healthcare. Using a mixed-methods approach involving survey data and interviews from HR professionals, the research reveals sector-specific trends and identifies gaps between awareness and execution. Findings show that while IT and education sectors show higher adoption levels, manufacturing and healthcare lag behind due to infrastructural and policy constraints. To achieve the Sustainable Development Goals (SDGs), governments expect communities to participate in all development programs. In Senegal, Community-Based Organizations (CBOs) are involved in health development strategies in order to contribute locally to the achievement of Sustainable Development Goal 3 (SDG 3) dedicated to health. The aim of this study is to analyze the role of CBOs in the Diourbel commune in achieving SDG 3. A quantitative survey via a questionnaire administered to representatives of 39 CBOs followed a qualitative study via 10 individual interviews and 01 focus group of 08 targets. 39 FBOs, including 12 community watch and alert committees (CVACs), 09 health development committees (CDSs), 09 community health mutuals (MSCs) and 09 community-based organizations (CBOs) took part in the study. Respondents were predominantly male (72%), with an average age of 50. The study revealed limited knowledge and low appropriation of the SDGs and the Emerging Senegal Plan (ESP) by the CBOs. Depending on their activities, which are essentially health and socio-economic, the role of FBOs in health can be situated at three levels: prevention and health promotion, early and equitable access to quality health services, and social protection. This study shows that CBOs in the Diourbel commune play a vital role in local and sustainable health development. Their activities are perfectly in line with the targets of the national health objectives, which are aligned with those of MDG 3. However, the lack of financial resources hinders their smooth operation.
